The biodegradable paper packaging producer Exonia, a business controlled by entrepreneur Tiberiu Stoian, plans to invest over 6 million euros in Galați County using funds from the Just Transition Program.
In total, several hundred new investments are expected through the Just Transition Program, which has a budget of over 770 million euros.

“At first, we wanted to invest in Hunedoara, but in the end, we decided to submit the project for an investment in Galați County because it also helps us operationally, considering its proximity to Iași. The new facility will integrate packaging made from sustainable materials. The investment amounts to approximately 6.5 million euros, according to the latest estimates based on the offers received so far, but we haven’t finalized the project yet. We will initially hire 35 people and eventually a total of 60 people. Due to the level of automation of the production lines, we don’t need a large workforce.” said Tiberiu Stoian, CEO of Exonia Holding, a producer of biodegradable packaging, which owns a factory in Iași. He mentioned that from the start of the investment until its implementation, it will take approximately 18 months because it takes time to manufacture the necessary equipment. He sees this project positively as it aims to replace polluting industries with sustainable ones.
Exonia has nearly 20 years of experience in producing biodegradable packaging, but until a few years ago, it manufactured packaging from plastic materials. Now, Exonia Holding is a company exclusively producing biodegradable packaging, which achieved a turnover of 6 million euros in 2022. Tiberiu Stoian owns 90% of this company, while his wife owns 10%.
Separately, the production of plastic packaging is handled by the company Exonia Production, where the turnover amounts to 1.5-2 million euros. The entrepreneur also owns businesses in IT, tourism, as well as other domains.
The total number of employees amounts to 132 people, out of which approximately 60 work at Exonia Holding, the producer of biodegradable packaging.
